While on the doctoral program at Oxford, Little was invited to work in the emerging Eastern Europe - for one year teaching at Warsaw University.

Later, he designed economic development programs in Romania and Bulgaria: recruiting and leading multiple teams to operationalise an EU Structural Fund aimed at alleviating unemployment caused by EU accession negotiations.

At Bechtel, he worked on several short-term projects in Ukraine.

In other work: for example, crafted a regional situational assessment as Political Advisor to the Commander of NATO's Rapid Reaction Force, which directly contributed to a reshaping of NATO's operational approach in the Baltics
